HPD/HDC Compliance & Agency Partnership Policy
SANEL is an independent housing-discovery service. These operating commitments are designed to support accurate public discovery without interfering with regulated marketing, official application systems, applicant selection, or agency oversight.
For housing organizations
Your application process stays yours.
SANEL is designed to supplement, not replace, an organization’s official marketing and application process. Housing providers and marketing agents may request corrections, source-level pauses, or removal at any time by contacting admin@sanel.nyc.
Official-source first
SANEL publishes opportunities only after they are publicly available through an official or authorized source, unless the responsible housing organization expressly authorizes otherwise and any required HPD or HDC approval has been obtained. SANEL does not provide paid users with embargoed or pre-publication inventory.
Accuracy, attribution & rapid correction
Listings identify the responsible source and direct applicants to the official website or application page. SANEL does not intentionally alter published rents, income limits, household-size rules, deadlines, preferences, or unit status. If a discrepancy is reported, SANEL can promptly correct, pause, or remove the affected listing or source.
HPD/HDC advertising controls are respected
For HDC re-rentals and resales, SANEL relies on the HDC-approved or publicly posted advertisement, or other material authorized for use. For HPD projects and other regulated marketing, SANEL honors project-specific advertising, fair-housing, language, timing, and approval requirements communicated by the responsible marketing agent or agency.
No application processing or applicant-file handling
SANEL does not determine eligibility, rank applicants, select tenants, collect official affordable-housing applications, or receive applicant documents on behalf of a housing provider. SANEL does not request or accept Housing Connect applicant files, lottery logs, or eligibility documentation from a marketing agent without specific lawful authorization.
Paid features do not buy a housing advantage
Applying for affordable housing remains free. A SANEL subscription pays only for notification frequency, convenience, and software features. Payment does not improve eligibility, priority, lottery odds, waitlist position, or application processing with HPD, HDC, a developer, owner, or marketing agent.
Images & intellectual property are used responsibly
SANEL uses agency- or partner-provided imagery, or otherwise authorized imagery, where permission is required. Government or third-party materials are linked to rather than re-hosted when reuse rights are unclear. Source attribution does not substitute for permission where copyright or contractual rights apply.
Agency control & auditability
Housing organizations may request a source-level pause, correction, or removal at any time. SANEL preserves source URLs and verification timestamps where feasible so displayed information can be traced to its origin. If SANEL and the official source differ, the official source controls.
The applicant relationship stays with the official source.
SANEL helps users discover an opportunity and then directs them to the originating housing provider or official application system. SANEL does not award housing, control queues, or promise faster processing by a housing organization.
Official references
SANEL’s operating practices are informed by current NYC HPD and HDC guidance. Project-specific requirements and written agency instructions control where applicable.
